Two Theories of Political Power

• Pluralist - "the people" (grassroots) and various groups make, or at least strongly influence, political decisions. Competition among interest groups determines policy.

• Elitist - the political elite (rulers) make political decisions, largely without regard for "the people." Policy is shaped by a handful of people.
